IMPLEMENTING THE OPENNESS POLICY

By Decree of the President of the Republic of Uzbekistan of June 16, 2021 No. DP-6247, the Anti-Corruption Agency was entrusted with coordination and monitoring of the openness of the activities of government agencies and organizations, including keeping records of their obligations to post information on the Internet, determined by regulatory legal acts.

This Decree approved the List of socially significant information to be posted as open data, including information on income and expenditure of local budgets, and other information, on the official websites of government agencies and organizations, as well as the Council of Ministers of the Republic of Karakalpakstan, regional, city, district, and Tashkent city administrations.

Today, the Agency constantly monitors the observance of openness legislation by government agencies and organizations.

In 2021, the Agency sent 26 statutory notices and 35 warning letters to ministries, departments and local governments to eliminate identified violations.

In addition, proposals have been submitted to the Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan to take appropriate measures against those guilty of systematic violations of the legislation on openness.

As a result, a number of officials received warnings for the insufficient organization of work on the policy of openness, as well as the lack of systematic work with the media and the public (https://gov.uz/uz/news/view/33931).

In addition, the Agency is currently working on proposals to further expand the list of socially significant information to be posted as open data, as well as draft regulations aimed at further development of the area.

In particular, representatives of the media and the public made a proposal on the procedure for mandatory disclosure of information on goods (works, services) procured at the expense of various funds under local administrations.
